One reason such a law might be ineffective is that it may not be enforceable due to the large number of children under 15. Law enforcement agencies may lack the resources to monitor all public spaces effectively, making it difficult to ensure compliance. Additionally, many children may simply disregard the law, resulting in a situation where the law exists but isn't adhered to, leading to its ineffectiveness in achieving the intended outcome of keeping children off the streets.
