Political Constraints

One of the most significant political constraints affecting the EU's influence in global politics is the impingement on national sovereignty. This issue was notably highlighted by the United Kingdom's decision to leave the EU following the Brexit referendum in 2016. The debate over sovereignty is particularly contentious when it comes to policies like freedom of movement, which was a major point of contention in the wake of the migrant crisis. The EU's influence is further constrained by the issue of democratic deficit. Critics argue that the EU lacks sufficient democratic processes, as citizens do not have direct voting power over supranational decisions and institutions. Although the European Parliament is an elected body, its decision-making powers are limited, which is problematic given the EU's promotion of democratic principles, especially in post-Soviet Eastern Europe.

Economic Constraints

The EU's economic influence has been significantly impacted by the 2008 financial crash, which hit Europe hard and exposed several weaknesses within the Union. The financial crisis led to costly bailouts of national economies, which created financial strain on other member states. Additionally, the expansion of the EU to include newer members with weaker economies has added economic strain, as these countries often require more support and investment. For instance, Germany has benefited from a devalued Euro, making its exports more competitive in global markets. In contrast, countries like Italy, which historically relied on currency devaluation to manage recessions, have struggled within the constraints of the Eurozone. Disagreements over policies such as the Common Agricultural Policy (CAP) also highlight the difficulty in reaching unanimity, further complicating the EU's economic cohesion.

Structural Constraints

The structural diversity of the EU's member states presents a significant challenge to its ability to act as a cohesive entity on the global stage. The differing interests and priorities of member states often make it difficult to formulate unified policies, which hampers the EU's effectiveness as a global player. The expansion of the EU, while increasing its influence, has exacerbated these structural challenges by adding more diverse perspectives to the decision-making process. The UK's departure from the EU also proved detrimental to the Union's structure. The UK had played a crucial role as a counterbalance to the United States in international organizations (IGOs), and its 'special relationship' with the US bolstered the EU's influence. Since the UK's departure, it has become more challenging for the EU to exert the same level of influence in global affairs.

Military Constraints

The EU's military influence is notably limited due to its lack of a central military power. Unlike NATO, which has a standing army, the EU primarily employs forces for humanitarian interventions and relies on NATO for defense. This reliance on NATO has led some to perceive the EU as a 'military puppet' of the United States. A key example of this perception was the Kosovo War, where NATO had to step in to end the conflict, and the EU was criticized for its inability to prevent the genocide. Although the EU has developed a common security policy, it remains vulnerable to national security failures, as evidenced by recent terrorist attacks in France and the UK. These events have underscored the challenges the EU faces in establishing a robust and independent military presence on the global stage.
