Answer
Gay-Lussac observed that during reactions involving gaseous reactants and products, there exists a simple, whole number ratio of volumes. This means that when gases react, the volumes of the gaseous reactants and products, when measured at the same conditions of temperature and pressure, will be in a ratio of small whole numbers.

Answer
This observation holds true provided that the conditions of temperature and pressure remain constant throughout the reaction. It does not apply to varying conditions or to the amounts of substances involved.
