Comparison of two quantities with different units

For each one

First amount per one unit of second amount

Find value of one unit first, then multiply

Find one unit by dividing by total units

Multiply by the number of units needed

Option with the lowest unit cost

Flagfall $+$ (Rate $\times$ Usage)

$1.5$ times the normal rate

$2$ times the normal rate
