Fiscal policy definition

Gov decisions on public spending, taxation, and borrowing

Current expenditure

Day-to-day spending on goods/services (salaries, running costs)

Capital expenditure

Spending on infrastructure and long-term projects

Transfer payments

Payments to vulnerable households (universal or means-tested)

Direct taxes characteristic

Progressive - redistribute income from high to low earners

Indirect taxes characteristic

Regressive - poor spend higher proportion of income on them

National debt

Stock of accumulated past borrowing from deficits

Cyclical deficit

Deficit during downturn that disappears in upturn

Structural deficit

Deficit that persists even at full employment

Crowding out

Gov borrowing raises interest rates, reducing private investment
